Biography
Hacene Derrar brings more than 25 years of experience in digital transformation and strategic management in Algeria. He held senior leadership roles at the Ministry of Digitalization and Statistics, including Secretary General (2022-2023) and Director General of Digitalization (2020-2022), where he led the development of the national digital transformation strategy and helped establish a regulatory framework to support it. He holds a PhD in Artificial Intelligence and Advanced Databases (USTHB / Université Lumière Lyon 2) and an MBA in Corporate Strategy and Management, and currently serves as a teacher-researcher at the École Nationale Supérieure de Management, teaching information systems auditing, IT governance and artificial intelligence, as well as a consultant-trainer for several public and private institutions (CETIC, ISGP, INSAG, CESI). A highly active speaker in 2024-2025 on AI, cybersecurity and digital sovereignty at national and international forums (ICT Africa Summit, Algeria AI Summit, EGOS), he is also the author of several scientific publications on data warehousing and decision support systems.
